Liberator?

Is the Liberator class still viable for group world pvp? I already have a good spec in mind that's both tanky and has a good amount of both melee and ranged dps.

I just need to know if it's still a viable class to play or not and if it's really gear dependant? I'm sitting on 3.1k gs atm.
