If someone steals your vehicle and blocks with it, you (owner) are responsible...?

So here's the situation:
I'm on the Haranya side, Halcy war has just ended with Nuia winning. My siege tank was summoned before the last battle and outlived me. I am not present when someone takes the tank and moves it over the crystal (verified in screenshot). Tank did not have owners mark (verified in screenshot); it could have been anyone on either side that moved it. Likewise, they could have just as easily moved it off.

I'm not in the area so not able to despawn the tank immediately but I do as soon as I reach the base. Screen is taken before that point and the claim is that I am responsible when I'm not the current driver, not the one who moved it there and not even present in the screenshot, as can be clearly seen. For all I know the player who took the screenshot moved it there since the Nuia zerg was in our base for at least 2 minutes before the war ended and, suspiciously my tank is still almost Full HP... If it was in the way during that time, you would think it would have been destroyed or moved... I know for sure that at least the Nuia zerg were using the other Haranya faction tanks in the base after they initially cleared it; it was a long fight.

(Nov 2 evening Halcy)

But here, Celestrata seems to be saying if someone else takes your vehicle and blocks with it, they're not responsible but the owner is.

A similar incident also happened ~3-4 months ago where my tank was placed over the flag and I went and moved it as soon as it was pointed out in chat.

Please consider changing the mechanics on vehicle summons, or changing/clarifying the rules so that they are consistent with their intent. It does not seem fair or sane to threaten the owner of a vehicle with a warning or ban in cases where they are not even in control of it, not able to immediately despawn it, anyone present can move it (as happens), and someone else is even driving it in the screenshot in question... Either the person who actually moved it should be responsible and/or vehicles should be able to be despawned from any location. Otherwise it is far too easy to stage fake reports with stolen vehicles... Or steal vehicles to create apparently 'legitimate' reports to Trion, even when the owner has nothing to do with it.
