nation cant trade safe pack right? that make me wont join new nation

a new nation player will be red in west and east island right?
then nation's player cant make safe trade run anywhere.
player will scare to join new nation that make them can enjoy normal archeage's life.

solve---i think the nation should can make alliance will either side then can trade in alliance. or they can buy time-limit trader licence.
