I have been trying to complete the quest with my lv. 48 Archery/Shadowplay character for the past 5 days, but each time I try to use the Staff of Awakening on a Crazed Male/Female, it says "The target's combat status does not allow for the item to be used," or something to that effect. Doesnt matter if the NPC has detected me or not, full Hp, 50% HP, 25% hp, nor what distance I am from it, having tried everywhere between 35 yds. to 0.2 yds. Help???
