Should ship component designs stack?

I'm talking about the cannon, pack, mast, rudder, and other ship-related designs. Should they stack? Can they stack? I've got almost two full chests of designs now. I can understand the actual component not stacking -- it would be hard to stack with different grades -- but why can't the designs stack?

What say you, forum?
