Archery question!

Hello there. I've been reading alot of posts made my sad archers that archery is super gimp and near useless. Some say you need whale-grade items to be even close to viable.

What I really want to know is, will an Obsidian Divine bow do? Celest even? I will ofc upgrade it to higher tiers when possible. Just want to know what level of regrade is needed to even consider playing an archery-type class.

I'm playing on one of the new-start servers so I won't really face 5k ppl anytime soon (I hope).
